The State Security Service, SSS, on Tuesday announced the arrest of a syndicate, including a pastor, over the alleged printing and circulation of fake Naira notes in the country.

The Kogi State Director of SSS, Mr. Mike Fubara, said when he presented the suspects to newsmen that the syndicate of about 16 members, included the pastor’s six children.

Unfortunately, he named the pastor as Godson Akubuiro, the General Overseer of The Mountain of Breakthrough Deliverance Ministry, a Lagos-based church.

The PUNCH had reported on Tuesday that a 27-member gang of gunmen, suspected to be kidnappers, had abducted Pastor Akubuiro and his six children in their home in Ikorodu, Lagos, last week Friday.

Mike Fubara said SSS in its effort to trace the source of the "worrisome fake naira currency in circulation in the state undertook a covert operation to uncover those behind the act".

He added, “This operation took the service close to four months before a breakthrough resulting in the arrest of the 16-man syndicate led by Reverend Godson O. Akubuiro.”

The operation took security agents to The Breakthrough Church, also known as Land of Solution, located at Plot 7, Koya Estate, Igbo Olomu, Agric, Ikorodu, Lagos.

He said items recovered from them included equipment and materials used in printing fake currencies.

Pastor Akubuiro, his children and other members of his gang will be charged to court.

Vice President Namadi Sambo is spending a fortune to furnish and upgrade his official residence and guest house, two projects costing N2.1 billion and lingering since his election alongside President Goodluck Jonathan in 2011.
In three years leading up to 2013, the government has spent a minimum of N300 million annually to furnish and upgrade the vice president’s residence and guest house, according to past and present federal budgets.
The biggest spending -N900 million- for the upgrade and furnishing was done in 2011.
That year alone, N500 million was channelled into acquiring, upgrading and furnishing the vice president’s guest house at Aguda House, while a separate N400 million was spent on purchasing some more furniture and extending the vice president’s lounge there.
In 2012, the government spent additional N437.1 million for the “upgrading and furnishing” of the same guest house, and squandered additional N112 million solely on “household equipment” for Mr. Sambo’s residence.
The installation of Uninterrupted Power Supply (UPS) facilities at the residence, was completed at a whopping N202 million.
This year, the vice president’s Aguda guest house and his residence were furnished at a relatively modest N75.7 million, while landscaping at the residence alone was done at N26 million.
A new guest house for Mr. Sambo, at Yakubu Gowon crescent, Asokoro, was also given N170.7 million worth of furniture.
It could not be immediately confirmed how much of the proposed works have been implemented after spending more than N2 billion, an amount enough to furnish at least 200 primary schools where pupils attend classes under tree shades and sit on bare floors.
Such school furnishings are estimated at an average N10 million per school in the federal budgets.
Used differently, the amount can provide water in at least 200 Nigerian communities, based on the same budgetary estimates of N10 million community water scheme.
Despite the huge funding already, the government has made new allocations for the project for 2014, with the likelihood of even more spending for the vice president’s furniture and upgrading coming in 2015.
If the National Assembly approves a new budget proposal submitted by President Jonathan, as it likely would since previous furniture allocations for Mr. Sambo were not blocked, then the government will spend an extra N123 million on Mr. Sambo’s new guest house at Yakubu Gowon crescent.
Taxpayers will also buy kitchen utensils worth N8 million for the vice president.
The total N2.1 billion for furnishing and upgrading is far ahead of government’s allocation for some key road projects within the same period.
The obscene allocations for Mr. Sambo’s home and guest houses follows a trend that has seen the government repeatedly channel more funds for the convenience of public office holders while key projects suffer.
While the government claims it was cutting the cost of governance to address dwindling revenues and mounting developmental needs, it has for years continued to direct scarce funds for the luxury of its officials, providing them with exotic cars, homes, and other perks while more than half of Nigerians live on less than a dollar per day.
The presidency is one of the biggest beneficiaries of that anomaly.
In 2012, the presidency budgeted N1 billion for feeding, and half a billion naira for cars for President Jonathan and Vice President Sambo.
The car purchase was suspended after public outrage following media reports.
Mr. Sambo’s office has become notorious for some of the administration’s most outlandish spending. The cars the vice president was to receive would have been his second set in two years, having already spent N323 million on cars in 2011.
Also in 2012, the Federal Capital Territory Administration raised an already outrageous N7 billion for the construction of a home for the vice president by adding extra N9 billion to make it N16 billion.
The National Assembly finally blocked that request.
The furnishing and upgrading for the vice president was also listed in 2010, but under relatively modest subheads. The extension of the VP lounge, proposed for N207 million in 2012, was N30 million in 2010

President Goodluck Jonathan, former Lagos State governor Asiwaju Bola Tinubu, Governors Ibikunle Amosun (Ogun) and Rauf Aregbesola (Osun) yesterday sent condolences to Nobel laureate Prof. Wole Soyinka over the death of his daughter, Iyetade.
In a statement by his Special Adviser on Media and Publicity, Dr. Reuben Abati, the President said the death of Soyinka’s daughter “at such a tender age must be very painful” to the renowned writer.
The statement reads: “On behalf of himself and the federal government, President Goodluck Jonathan extends sincere condolences to Prof. Wole Soyinka and other members of the Soyinka family on the death of the Nobel laureate’s daughter, Iyetade, at the age of 48.”
“Noting that Iyetade’s untimely death at such a young age must be quite painful for Prof. Soyinka and his family, President Jonathan prayed that God Almighty will comfort Prof. Soyinka and all others who mourn his late daughter.”
“He urged them to take solace in the belief that Iyetade has gone away from all earthly troubles to rest for eternity in God’s bosom.”
Asiwaju Tinubu, who is a National Leader of the All Progressives Congress (APC), sent his heartfelt condolence to the Soyinka family over the death of Iyetade.
The former governor prayed that Prof. Soyinka would find true comfort and the courage to bear the loss.
In a statement yesterday in Lagos, Tinubu said: “As a father, I know that the loss of a daughter, not just at age 48 but at any age for that matter, can be devastating. I share in your sorrow and pray that you will find strength in the coming days to bear the pains that come with such a tragic death. My family and I will continue to have you and the Soyinka family in our prayers.”
Aregbesola, in a statement, titled: Gone in her Prime, described the death of Soyinka’s second daughter as untimely and sad.
The governor said it was sad for the deceased to have left at her prime when she was most needed by her immediate and extended family, her state and country.
The statement reads: “The news of Iyetade’s death came to me as shocking as it is sad. While it pains when one loses a parent, it is even more painful for parents to watch their child die before their very eyes.
“Iyetade’s death conveys sadness to her parents, families, friends and well-wishers. We have indeed lost an energetic, promising young woman in her prime.
“On behalf of my family, government and people of the State of Osun, I send our heartfelt condolences to the immediate and extended families of the deceased.
“Most importantly, our condolences go to our own W. S. We pray that the God Lord will repose the soul of our dearest daughter, wife and sister.”
Amosun expressed his deepest condolence to Africa’s first Nobel Laureate in Literature.
In a statement by his Senior Special Assistant on Media, Mrs Funmi Wakama, the governor described the death of Iyetade as “most unfortunate and regrettable”.
He added: “It is most unfortunate that the cold hands of death have snatched away Dr. Iyetade Soyinka at the prime of her life, when her knowledge and expertise would have been invaluable to her immediate family and the society at large. Our heartfelt sympathy goes to Prof Wole Soyinka and his family at this trying period, although we know that only God can comfort him.”
Amosun, who also extended his heartfelt condolence to the mother, children and other family members of the deceased, prayed Almighty God to grant the family the fortitude to bear the irreparable loss.
A statement by Jahman Oladejo Anikulapo on Sunday announced Iyetade’s death.
It said: “It is with great sadness and an overwhelming sense of loss that the Soyinka Family announces the passing away of Iyetade Soyinka.
“Iyetade Soyinka was born on 6 June, 1965 in Ibadan. She attended Staff School and Queens School, Ibadan (Oyo State) before reading Medicine at the University of Ibadan (UI).
“Affable, intelligent and sometimes capricious, Iyetade struggled with her health in recent years. In spite of this, she greeted every day with a smile and doted on her two children.
She took ill quite suddenly and passed away while being treated at UCH, Ibadan.
“Iyetade leaves behind two children, parents, numerous siblings, nieces and nephews.”

No fewer than eight persons were reportedly killed yesterday in Maiduguri by suspected Boko Haram members.
According to a report by Reuters, the gunmen stormed a venue of a bachelor party and started shooting sporadically, killing eight persons on the spot.
“Three Boko Haram members came on motorcycles at about 11 yesterday night,” Abdul Usman told Reuters in the main northeastern city of Maiduguri, where he fled after escaping the attack on Tashan Alade village. “They were shooting indiscriminately.”
Nigerian forces have stepped up the offensive against the rebels in the past few days after Boko Haram fighters armed with grenade launchers and anti-aircraft guns attacked an army barracks in the town of Bama.

A video of a naked man riding his motorbike through the streets of Germany – in broad daylight – has become an internet sensation.
The footage shows a naked man with a ‘Baller Boyz’ sticker on his bare chest.
Baller Boyz then proceeds to take off his boxer shorts, leaving him stark naked – apart from his boots, gloves and helmet.

Since it was uploaded on December 15, the footage has had nearly 200,000 hits.
The mystery rider’s  journey seemed to be the result of a Facebook bet. He had put a photo on the social networking site, saying he would ride naked through Munster’s Christmas market if the picture got 1,000 ‘Likes’.
However, not everyone was impressed by his antics, and the police are now investigating the incident.

five-legged cow has been hailed a miracle because when pregnant women touch its fifth hoof they give birth to baby boys.
Raj Pratap’s three-year-old male calf, called Raju, has become famous in Raipur, India, since a woman with four daughters touched the animal’s fifth hoof and begged for her next child to be a boy.
When she gave birth to a twin boys in February this year, word soon spread that the calf’s fifth leg – a very rare condition which affects just one in every five million cows – was ‘lucky’.
Since news got out about the fifth leg, Mr Pratap, a cattle herder, has been swamped by pregnant women who pay to touch the hoof  with 30 women so far stumping up around 500 rupees, around £5, for the privilege.
Amazingly, all 30 women have given birth to boys and Mr Pratap is so confident of his ‘miracle calf’ that he offers refunds if the baby born is a girl.
This week, on Monday (Dec 23) the cow celebrated its 33rd baby boy after a woman who touched its ‘magical hoof’ gave birth to triplets….all of them boys.
Mr Pratap said: “All births have been positive and have resulted in a son and this week a woman gave birth to triplets, all of them boys. ‘I don’t know why this has happened to us but Raju has a gift and I want to share it with the whole world. ‘Some day I dream of taking Raju to Europe or America and making every couple there happy.’
In India boys are ‘more valued’ than girls as they have ‘greater earning potential’ to support the family.

A man, known as Muyideen Olalere, allegedly set ablaze his wife and 8-year-old son inside their house in Ibadan on Friday. They later died from serious burn wounds.
According to neighbours, Muyideen and his wife, Felicia, had a quarrel at about 8pm, where she accused her husband, who served time in prison two years ago, of stealing N14,000 from her bag.
The man reportedly became angry, saying that his wife had exposed his secret and threatened that she will not witness 2014.
Around 2 am, neighbours said they heard shouts and saw smoke coming from Muyideen’s flat. They rushed to the flat but discovered the house had been locked with padlocks from outside. They broke down the door and saw Felicia in her underpants clutching her son who had gone stiff with serious burns.
According to neighbours, two prominent government hospitals in Ibadan rejected Felicia and Gbolahan because their burns were too severe. They both died at Felicia’s brother’s house at Ogbere Babanla area of Ibadan around 4am.
Their corpses were deposited at the mortuary at State Hospital, Yemetu, Ibadan, for autopsy.
The Police Public Relation Officer, Oyo Command, DSP Olabisi Okuwobi-Ilobanafor, said the police are investigating the case and are searching for Muyideen.


13-Year-Old-Girl-Digs-Herself-Out-Of-A-Grave-after-Two-Men-Rape-and-Bury-Her-Alive
A 20-year-old woman was allegedly gang-raped on Christmas Eve in south India, media reports said Friday, the latest in a string of sexual attacks reported in the country.
The reports of the latest assault came two days before India was due to mark the first anniversary of the death of a student who was gang raped on a bus in an attack that shocked the nation.
The woman who was assaulted on Christmas Eve told police she was abducted by three men while sightseeing with friends in Karaikal, a port city in Puducherry, the Times of India newspaper and TV networks reported.
One of the men raped her at a secluded spot before freeing her, the Times said.
She called for help but then another group of seven men attacked her as she was being escorted to a safe place, the paper said.
Six of the men raped her, it added.
“One case has been reported. There are 15 accused (persons) and one victim,” senior police officer Monika Bhardwaj told reporters.
Bhardwaj said three of the accused “are absconding” while the rest have been caught.
The Times of India said police had registered preliminary cases of abduction, gang-rape and criminal intimidation against the accused.
The woman has been admitted to hospital where police will record her statement, the CNN-IBN TV network reported.
The issue of sex crimes in India has received widespread attention since last year’s gang rape of the 23-year-old student in New Delhi.
The physiotherapy student died on December 29, nearly two weeks after being attacked by a gang of six men on a moving bus as she returned home from the cinema with a male companion.
The brutality of the attack and her subsequent death shook the country and shone a global spotlight on India’s widespread mistreatment of women.
The attack also prompted the Indian parliament to pass tougher laws against rapists and other sex-crime offenders.
But a string of other sex attacks, including against foreign tourists and a photojournalist in Mumbai this year, has highlighted the continuing dangers facing women in India.

A mysterious spacecraft, which residents of Awotan in Ido Local Government Area of Oyo State called a “drone”, was reported to have crashed into a building at Omiremi Quarters in the community, leaving a crater on the roof of the building, just as aviation sources confirmed the object as a United States’ drone on an espionage mission in Nigeria.
Considering the registration number, TX 5803, inscribed on a black battery under the craft, a source said the space craft must have taken off from  NASA base in Texas in the US, stating that the battery attached to the spacecraft powered it and enabled it to move around so that it could do the bidding of those who sent it.

Though many aviation sources told Sunday Tribune that the object could be a device used in espionage, another source, however, believed that the craft was a “nondescript aviation device”.
It will be recalled that the United States of America has, in recent times, come under attack by other countries for spying on their activities which may have confirmed the discovery of the spacecraft in Ibadan.
The craft, which was said to have dropped down from the orbit, flew into a toilet in the house of Ashipa of Awotan, Chief Tajudeen  Adetoro, a few minutes after his grandson, Afeez  Adewale and daughter-in-law, Adikat, left the toilet where they had gone to answer the call of nature.
According to Chief Adetoro, the mysterious aircraft forced itself into the toilet through the roof making deafening sound, saying it could have killed Afeez and his mother, if it had met them in the toilet.
The spacecraft, with a product number QR X30, has four stands and a rounded compartment housing its engine. It has a dry cell battery, USB drive, a censor and cables, while each of its stands has a two-way roving fan mounted on them.
The residents of the sleepy community told newsmenthat the object was not a toy due to the fearful noise it made and the way it flew about, adding that it could be an explosive.
“When it flew out, we rushed after it and it was found hanging on the antennae of our neighbour…making a terrible noise and emitting heavy smoke,” Chief Adetoro narrated.
He said they ran for safety on hearing the loud bang made on the roof of their house only to discover that the object had entered the toilet hitting its wall in an attempt to exit.
Information obtained about the object from the internet revealed that it shares similarities with a device called Walkera QR X350 GPS which is sold for roughly $500.
Though the product description on it is not intelligible, Sources learnt that it could be a remote-controlled transmitter that gives no signal when in the air, but which is used for gathering information.
How flying object crashed into building in Ibadan Mother, son escaped death

It is almost unbeliavebale, but it is real. A drone-like object fell from the sky on the roof of a house in Ibadan last Sunday shattering the roof of the house.
Luck saved a mother and her son from being killed by the object.
Fpr Afeez Adewale, a 16-year-old boy, sheer luck saved him and Adikat, his mother, from being sent to their early graves a few minutes after they left the toilet in their house, last Sunday, at Omiremi Quarters, Awotan, Ibadan.
Afeez had gone to the toilet to answer the call of nature not long after his mother had come out of the same toilet only to hear a loud bang on the roof of their house, specifically the toilet.
The object was said to have forcefully fallen on the roof of the toilet breaking through and shattering its asbestos.
According to the Asipa of Awotan and landlord of the house, Chief Tajudeen Adetoro, it wasn’t long after Afeez and his mother left the rest room when they suddenly heard a frightening sound on the roof of the toilet.
Chief Adetoro, who is Afeez’s grandfather, said it was God that saved the mother and son, saying the source of the drone-like object was unknown.
“We were in panic; we were almost dead when we heard the sound suddenly and all of us scampered for safety. It was after a few minutes that we thought that hiding in the house was not the solution but to find a way to get the object out of our house due to the horrible and disturbing noise it was making that my son and I fearfully moved to the scene to know what it was.
“When we got there, we stood a little away looking at it from a short distance. It was then we saw it clearly and it was seriously struggling making a frightening noise in its bid to find an escape route. As it was struggling, it was hitting every angle of the toilet walls forcefully shrieking and trying to exit the toilet.
“It was during the struggle that it escaped through the same point it gained entry. When it flew out, we rushed after it and it was found hanging on the antenna of our neighbour. It hung there making a terrible noise and emitting heavy smoke. I think in the process of struggle to get it out, it lost one of its components, a stand. I asked my son to climb the facial board to remove it.
“When he brought it down, it was heavy and there were so many red illuminating lights all over it blinking every second,” the chief narrated.
He said when the material had been removed from where it was stuck so that they could examine it thoroughly, the object repeatedly tried to fly away.
“It  was then I asked my son to remove some of its compartments to render it inactive. We removed the battery, its censor, among others. At that time, everybody in the neighbourhood had gathered to see the wonderful object,” he added.
Chief Adetoro said they initially thought it was a mere toy but after a close look, it was discovered that “the material could be a bomb, more so that ever since we captured and incapacitated it nobody had come looking for it because we initially felt that it was one of the toys parents bought for their children for Christmas and New Year.
“Also, when we considered the manner with which it got in and exited, we felt that the object was being monitored and controlled from somewhere. After careful consideration and examination of the compartments of the object we thought it could be an explosive.
“When nobody from this community came to claim it, we concluded that the object was more than what we thought it to be; it must have travelled a long distance,” Afeez’s father said.
The Chief Imam of Awotan Central Mosque, Sheik Abdulai Adesina, and a woman who are both neighbours of Chief Adetoro confirmed the incident, saying “the sound of the object was highly terrifying and fearful.”
When the object was examined, it is made up of components such as a dry cell battery, a censor housed by a white case, a USB  (memory card) drive and a panel that is well cased as well as lots of cables.
According to Chief Adetoro, the community had informed security agents about the incident and called for investigation on it, noting that if left unravelled, it would be difficult to douse tension and erase fear among the residents of the community who now believed that they were being targeted for attacks.
The object, has since been handed over to security operatives.

Noble Laureate Professor Wole Soyinka is bereaved. He lost his daughter Iyetade Apampa to the cold arms of death while receiving treatment for an undisclosed ailment at the University College Hospital in Ibadan.

A statement confirming her death was released on December 29, 2013, by Soyinka’s aide, Jahman Anikulapo on behalf of the family. He described Iyetade as an ‘affable, intelligent and sometimes capricious’ lady who ‘struggled with her health in recent years’.

The statement further added...
"In spite of this, she greeted every day with a smile and doted on her two children. She took ill quite suddenly and passed away while being treated at UCH, Ibadan. Iyetade leaves behind two children, both parents, numerous siblings, nieces and nephews."
May the good Lord comfort the Soyinka family at this time.

It was on a sunny Friday afternoon. Inspector Joy (not real name) stopped by at the stall of a pepper seller on the premises of the Obalende Police Barracks, Lagos. After buying some spices she dashed into a beer parlour adjacent the pepper sellers’ spot.

“I really need to step down. It’s been a long and tiring day. You can join me if you wish,” she advises this correspondent who had requested to have an audience with her as she walked into the beer parlour.

The traffic policewoman who later requested a bottle of stout resides in the Women Police Barracks, situated behind the Obalende Barracks.

In a chat with this correspondent in the drinks joint, she laments that her experience over the years in service has made her desist from raising her hopes too high over improvement in welfare of policemen and women.

“Do I need to explain how I feel about the state of the barracks where we (policemen and women) live in? You have seen it all yourself here. It is the same situation in many places. Please, let’s talk about other things because it appears that we have long been forgotten,” she laments as she sips a glass of beer.

After finishing the bottle of beer, Inspector Joy, who notes that she is delighted to make the acquaintance of this correspondent, asks him to join her as she heads for home.

On getting to her room-and-parlour apartment in the Police Women’s Barracks meant for spinsters, the first item which strikes the attention of the journalist is a photo frame hung on the wall of the sitting room showing Joy and a well-built man.

Asked if she is married, Inspector Joy explains that she is “somehow married”, adding that she cohabits with her man who also happens to be a policeman.

“Don’t mind the inscription you see at the entrance of this barracks as it does not apply here. In this barracks, everyone is for himself or herself. My man stays here with me and goes to work from here just as it is the practice among other couples irrespective of if they are married or not.

“Nobody conducts checks on how we are faring and that also explains why the barracks is not being maintained and has become a total eyesore,” she explains.

No rehabilitation
The policewoman who occupies an apartment on one of the two-storey buildings in the barracks laments that since she moved in, no rehabilitation works have ever been undertaken in the barracks. But she said in the course of this year, she has, through the resident association, paid for sundry petty rehabilitation.

“The soak away recently got filled up and we had to contribute N4,000 each to get it fixed. Even the toilet we are talking about, there is nothing to write home about it. About 10 of us from three apartments make use of that dilapidated toilet and only one bathroom is usable on this floor and tens of people make use of it.

This barracks can at best be described as a refugee camp as it is simply an eyesore and yet rent is being deducted in my salaries monthly.”

From meagre allocations that put police stations across the country at the mercy of charity from communities and criminals, the appalling dwelling places of policemen adds up to the several factors which make the Nigeria Police Force one of the most uninspiring institutions to work for many people.

From Obalende, Surulere, Iponri, Bar Beach to Women’s Police barracks, all in Lagos the story is that of a sad tale of utter neglect. But the picture is similar in other states of the federation. While the sewage pipes in many of the barracks visited are damaged, their rooftops bristling with satellite dishes were adorned with largely broken, sagging roofing sheets – many of which have indeed fallen off.

At the Obalende Barracks, many wives of policemen have simply turned their respective kitchenettes into shops of some sorts where they sell their wares. At some other sections of the barracks, wives of policemen have resorted to cooking in the open due to the dilapidated conditions of their kitchens.

A visitor to the Surulere Police Barracks could think that it has been turned into a motor park as seven commuter buses were parked on the premises during this correspondent’s visit. Besides, two drinking joints sited on the premises of the barracks have also eaten up available breeding space, thus confirming the lack of close monitoring from the authorities.

At the Bar Beach Barracks, only four of the over 20 blocks occupied by inspectors show signs of renovation. All others were in dilapidated conditions.

During our correspondent’s tour of the dwelling places of the policemen, the Alausa Barracks, however, stands out amongst its peers as it is generally in a good condition. It was gathered that the police authorities recently carried out renovation works on it.

Home to rodents and reptiles
On the whole, apart from lacking in basic aesthetics, the barracks are largely in dilapidating conditions with many structures fallen off or on the verge of giving way. For instance, at the Surulere Barracks, it was observed that rodents and reptiles moved in freely into the kitchens, toilets and bathrooms as the windows and doors have been broken off and have yet to be fixed. Also, the cement castings covering the decking on some of the storey buildings are already giving way.

Besides, the open drainages and broken sewage pipes oozed out a repugnant smell while houseflies and other insects capable of transmitting diseases had a field day.

Sadly the budget of the Federal Government makes provision for the rehabilitation of police barracks on a yearly basis. For instance, in the just concluded year, the National Assembly allocated the sum of N425,060,826 for the rehabilitation and repairs of police stations and barracks across the country. Yet the state of many of these structures remain abysmal across the country.

No alternative to broken barracks

Findings reveal that in spite of the sorry state of the barracks, policemen and women still jostle to get accommodated in them. It was gathered that police officers and men usually ‘water the ground’ often by giving bribes to some officials attached to the provost offices in the various state police commands.

A police corporal at the Bar Beach Barracks, Lagos explains that before he got his apartment, a colleague of his who was moving out influenced the allocation to him.

“After meeting with the colleague of mine parking out of the barracks, I tipped him and he took me to the office of the provost where we also watered the ground. Afterwards, I got the apartment allocated to me,” the police corporal says.

Asked why he chose what looks like a life of squalor with his family in the barracks, the corporal explains that he opted for the barracks due to the exorbitant rents that many landlords place on their properties.

He says, “This barracks is not too good for human habitation. But I think I have got no other choice than to move out of the civilian residential apartment as my landlord was not fair with the rent as he put it up at will.

“Although I can’t put a specific figure to the amount I pay monthly due to the newly introduced e-payment regime, the rent in the barracks can’t be more than N5,000, which is far less than how much I paid in my former place of residence.”

At the Surulere Barracks, a police sergeant attached to the Nigeria Police Force Headquarters Annexe in Obalende, who spoke on the condition of anonymity, notes that he hardly makes use of the toilet he shares with other residents of his block. He explains that due to the dilapidated state of the toilet, he always makes use of rest rooms of one of the banks opposite the barracks whenever he is pressed.

“I try as much as possible to empty my bowels at the office but whenever I am pressed at home, I rush down to the bank opposite the barracks and act as if I’m one of their customers with a view to passing out waste.

“This is the third barracks I have resided in. I once stayed in Sunrise Barracks in Olodi-Apapa area of Lagos as well as in Obalende Barracks and I can tell you that the barracks are also in very worrisome states,” he laments.

The police sergeant says he has refused to allow his family to stay with him in the barracks due to the level of deterioration adding that the environment is not good enough to raise his kids.

In spite of the cooperation among the policemen occupying the barracks, which led to the formation of a development association on block basis, the police sergeant notes that only little has been done to salvage the situation.

“During the rainy season, this whole place leading up to my apartment is always waterlogged and to add salt to injury, the human faeces in the broken sewage adds to the stagnant water around and pollutes the whole environment. This has been the trend for the three years I have been leaving here as no renovation has taken place. My children and wife stay in Ibadan where I got them a decent accommodation. To be realistic, it is not easy staying away from one’s family but this environment is not good enough. My children are still young and any of these structures around are hanging precariously and could fall on them,” he adds.

Senior officers embrace self help
But just as the rank and file of the police lament the state of the barracks, those in the officer cadre are not left out in the sad tale of neglect of their housing units. At the Ikeja GRA Police Officers’ Quarters occupied by those in the rank of Assistant Superintendent of Police up to those in the Deputy Commissioner of Police cadre, it was gathered that residents have been forced to self help to make their apartments and indeed the environment habitable.

A deputy superintendent of police who resides in the quarters explains that their various apartments appear to be in a fair state compared to other barracks because of the huge sums of money they expend on general maintenance.

The police officer who lives in a three-bedroom apartment in the quarters says, “It’s frustrating that one is being forced to expend huge sums of money on critical maintenance and sometimes outright reconstruction and renovation of a place you pay monthly rents. In the course of the year, the roofing and ceilings of my apartment got damaged, I spent close to N100,000 to get it fixed.”

Asked if she made an attempt to claim the money from the relevant authorities, she says, “Who will repay you? The fact is that there is this culture of self-help that has grown tightly interwoven amongst officers and men due to the neglect we have been facing for many years now.”

Endangered psychology
A clinical psychologist at the Lagos State University Teaching Hospital, Ikeja, Leonard Okonkwo, says the poor state of the barracks may account for one of the several factors causing the “not-too-pleasant behaviour of many policemen in the country.”

According to him, shelter is one of the basic physiological needs of humans which should not be toiled with .

He observes that in the case of the police, housing needs ought not to be “partially met.”

The psychologist notes that there is a correlation between shelter and performance.

“When a policeman is made to live under shabby conditions you can’t get the best from him or her,” he says.

Okonkwo explains that toiling with the adequate shelter of those saddled with the responsibility of internal security of the country will only breed a police force populated with “disorganised and disorderly thinking” officers and men.

He adds, “If a man is not well sheltered he is not well motivated as shelter is a symbol of safety. When a policeman goes out to work, he should come back to the safety and comfort of his house. But in a situation where the barracks is not in a good shape, the policeman’s performance is affected.

“The policeman is always thinking about his or her welfare. If you are not well sheltered in a tidy and decent environment, the level of disorganised thinking is promoted and concentration on the job is affected. It is worthy of note that where you live boosts your confidence and in view of this, taking proper care of barracks improves the ego of the policeman as they are proud of their job, thereby ultimately boosting their performance.”

He explains that one of the potent methods some organisations from around the world have been devising to boost the performance of their staff is to provide them with good accommodation and a conducive working environment , adding that the Nigeria Police should not be an exception.

Until our policemen and women are well taken care of in terms of the provision of decent shelter, Nigerians are not likely to get the best from them. I advise that their welfare should be a top priority.

“Since they are saddled with the responsibility of maintaining law and order and in the course of doing that their lives are at stake, the authorities concerned should know that our policemen will be more courageous to do their job when they know that their welfare is not been taken with levity,” Okonkwo adds.

Apart from the men and women who are on the receiving end of the negative consequences of staying in barracks that are of poor and bad conditions, experts are of the opinion that children raised in such environments are also at risks.

Trouble for barracks children
A lecturer in the Department of Sociology, Obafemi Awolowo University, Ile Ife, Dr. Oludele Ajani, says while the morale of an average policeman or woman who lives in a slum-like barracks is dampened, experience has shown that their offspring tend to exhibit deviant behaviours.

Ajani , whose area of specialty is development studies and social change, argues that the environment where one lives dictates and influences once behaviour, conduct and attitude to life.

He says, “The effect of the dilapidating state of our barracks is one of the issues we as academics have raised over the years. And that is why when you interact with our law enforcement officers, they are always on the edge, you begin to wonder who annoyed them. Poor environment and housing units affects their output and interaction.

But more worrisome is the fact that children raised in such environments are generally deviant and become social misfits as they tend to take after the behaviour of their parents. And that is why people tag children raised in the barracks as “omo barracks” (barracks kids) – to depict those traits they exhibit which are against social norms. We are products of the environment.

“Allowing policemen and women as well as their children to stay in overcrowded housing units, which lack drainages and basic amenities, is not in the best interest of this all important institution. These children may not see beyond their immediate environment and this may affect their life goals.”

When our correspondent contacted the Provost of the Lagos State Police Command, Busari Okunola, who is in charge of allocation of barracks in the state, he declined comments over the issue.

The Lagos State Police Public Relations Officer, Ngozi Braide, who was at his office during our correspondent’s visit, says she is not in the best position to address issues relating to barracks maintenance and allocations.

We operate a centralised police system. Please, direct your enquiries to them at the Force Headquarters in Abuja,” Braide notes.

However, successive attempts to get the Force Police Public Relations Officer, Mr. Frank Mba, to speak on the conditions of the barracks proved abortive. On December 24, Mba told our correspondent on the telephone that he was in Yobe State and was not in a position to grant any interviews at the time.

On December 27 when our correspondent called him again, he simply went silent on the telephone after this correspondent introduced himself, in an apparent move to dodge him.

Also, an electronic mail as well as a text message sent to him to get his reaction was not replied to as at 9pm press time on Sunday.


Trafficking hard drugs is become the dangerous escape route for ladies these days once they fall on bad times financially. As you read this, 32-year-old Chizoba Anya Vivian under arrest at NDLEA office after she was caught with banned substance on-board a Qatar Airline flight from Malaysia.

Chizoba was said to have aroused suspicion following her frequent visit to the toilet. On arrival at the Murtala Mohammed International Airport, Lagos, three wraps of methamphetamine were found in her possession.

The NDLEA commander at Lagos Airport, Mr. Hamza Umar, said the suspect excreted two additional wraps of the dangerous drug while under their observation. His words:
“The suspect was found with three wraps which she excreted in the aircraft. While she was under observation at the Lagos airport, she excreted two additional wraps of drugs. The five wraps which tested positive for methamphetamine weighed 80 grammes.”
Preliminary investigation also revealed that the suspect left Ghana where she ingested the drugs to Malaysia. In Malaysia, she was denied entry and made to board another flight back to Nigeria. She started excreting the drugs at the airport in Malaysia.

The suspect said she was offered N500,000m to smuggle the drugs to Malaysia.

“I was promised the sum of half a million naira but my problem started when I had immigration problem in Malaysia. I was denied entry and made to return to Nigeria after two days. While in the aircraft, I excreted three wraps and two other wraps in the NDLEA office,” Vivian said.

Vivian hails from Onitsha in Anambra State. She will be charged to court.
